Gov. Perry issues emergency proclamation for 143 counties

Texas Gov. Rick Perry has issued an emergency proclamation for 143 counties because of the developing winter storm. The declaration covers counties in western, central and northern Texas where ice and sleet is predicted to impact the state. According to The National Weather Service storm conditions will worsen throughout Thursday night and into Friday.
